The Office of the Deputy Prime Minister (ODPM) has reported that the UK housing market must "adapt" and be "flexible" in the coming years.
Making recommendations about future policy and the areas that should be addressed, the report found it must change according to "economic conditions and shocks" and be flexible "in response to economic needs".
Sensitive and aware of the world around it, housing policy must be able "to respond to demographic changes" and "adapt to rising aspirations".
The Council of Mortgage Lenders (CML) has welcomed the report.
Commenting on it, Peter Williams, the deputy director general of the CML, said: "For a quarter of a century housing policy has been dogged by a lack of joined-up thinking, as this report makes damningly clear.
"But against this rather discouraging backdrop, we are pleased that at last housing now seems to be featuring prominently on the political landscape."
The CML is very keen to work towards reducing the barriers between the social rented and market sectors.
It also wants to address and reconsider housing subsidies in order to help those on low-incomes.
Mr Williams concluded by saying it was time to create "a far more flexible and responsive housing market than the one we have today".
